EDITORIAL: Time to fix or explain campaign donations

Shreveport Mayor Cedric Glover has had six months to conduct his "in-depth" investigation of where he got $1,250 in mystery donations and to determine if a couple of contributors exceeded campaign finance contribution limits.
But still no answers, and thus his campaign apparatus self-indicts itself of poor bookkeeping and tortoise-like response to Louisiana ethics laws. Both reflect poorly on the politician, as well as a state ethics administration that lacks the staff or urgency to follow up on issues brought to its attention.
If Glover's campaign team didn't already know it has an accounting gap in assigning $1,250 in 2010 donations to "unknown" contributors, it did after a Times December report brought it to light. Additionally, two donors appeared to have exceeded the $2,500 donation limit by a combined total of $1,500. Modest amounts in light of a campaign war chest that swelled to almost a half million dollars between 2009 and election day 2010, but both matters could be in violation of campaign finance laws
