The Senate easily approved legislation Tuesday that would constitutionally dedicate more dollars to the merit-based TOPS scholarships. The Senate voted 31-5 in support of the Gov. Bobby Jindal-backed Senate Bill 53 — well more than the two-thirds support needed.
Opponents argued the measure is not needed because TOPS is fully funded every year.
“We’ll begin to find a source of stable funding (for TOPS),” bill sponsor and Sen. John Alario, R-Westwego, said.
