LHA Salaries Scrutinized- "Serious Irregularities"

While serious irregularities were occurring at the Lafayette Housing Authority, the top two men in charge were bringing in big salaries. LHA Executive Director Walter Guillory earned a hefty $235,000 in 2008-09. That includes $131,000 for his duties at LHA and about $80,000 he was paid to oversee the Opelousas Housing Authority. That's more than anyone at Lafayette Consolidated Government, from the city-parish president to the chief administrative officer to the director of utilities, is paid.

And late in 2009, after relinquishing his duties in Opelousas and returning full time to his responsibilities in Lafayette, the LHA board awarded Guillory a $55,000 raise. While Guillory was splitting his time between Lafayette and Opelousas, LHA Deputy Director Jonathan Carmouche was in charge of day-to-day operations in Lafayette. He brought in $107,239 in pay in 2008-09, including a base salary of nearly $85,000 and $20,000 from a second LHA job he worked on weekends via a verbal agreement with Guillory, which was one of the problems cited in the authority's 2008-09 audit.

The independent audit, released in July, unveiled a multitude of problems and prompted ongoing investigations by the Louisiana Legislative Auditor, the FBI and others.
