Mayor-elect Mitch Landrieu says he's never gotten a formal response to his request that Mayor Ray Nagin not encumber large amounts of city money during his final months in office. That doesn't mean the incoming mayor doesn't have his answer. Nagin and his remaining team are showing no sign of winding down, even if their actions will end up restricting Landrieu's options for years to come. The implicit justification is that Nagin will be mayor until May 3, and there's just one mayor at a time. That's also a cause for concern, since the one mayor happens to be this mayor, heading an administration that is behaving pretty much as it always has. In fact, recent reports of spectacular infighting and dysfunction within the administration echo some of the stories we've been hearing for eight years now.
